A 20-year-old UO student was arrested on Wednesday morning on charges of second-degree criminal mischief, noise disturbance, partaking in an unruly gathering and resisting arrest, according to Eugene Police.
A Eugene police website report of the incident states that at around 10:30 pm on Wednesday night, police had received noise complaints from neighbors concerning a loud party at University Street. Police spoke to many members of the gathering.
According to the police, the student’s “very hostile and uncooperative” behavior led to his arrest, which he then resisted.  Three more citations followed when other residents allegedly started screaming at the officers, and one roommate was physically restrained by another, which police say necessitated a call for backup.
The Register-Guard reported that the student’s arrest is the first to be made under the Eugene City Council’s “unruly gathering” ordinance put into law in 2013, which holds hosts of social gatherings or events that become “unruly” to be held accountable — when it involves the “sale, service, possession or consumption of alcohol; assault, menacing, harassment, intimidation, disorderly conduct, noise disturbance, fireworks, criminal mischief, public urination or defecation, littering” according to the Eugene Police.
The Eugene Police report includes party management advice to keep  gatherings lawful, and states punishments for common violations related to the ordinance.
