PORTLAND — The Westmoreland sale was approved by the Oregon State Board of Higher Education today, with the stipulations that the University report back to the board in 2007 and 08 on the status of the mitigation plan, as well as prepare a housing plan in early 2007 that will address the creation of housing that will fit the needs of all types of students, including the non-traditional students who are more likely to be displaced by the sale.
University President Dave Frohnmayer and Vice President for Finance and Administration told the Emerald following the vote that any plans for a future residence hall have yet to be conceptualized.
Only one board member, Gerry Blakney, voted down the proposal. Blakney announced his vote via conference phone. He was unavailable for comment on why he voted against the sale.
Frohnmayer and Dyke said the mitigation plan, the plan the University established to subsidize rent increases for University students who continue to live at Westmoreland, could be altered to give $300 — a $150 increase — to displaced students to assist with moving costs.

Correction: John E. von Schlegell did not vote against the sale as previously reported in this online article. Schlegell was also on a conference call as was Blakney, which caused the confusion. The Emerald regrets the error.
