Should the ASUO Constitution be amended to add the following section as Section 6.26 of the Constitution?
The ASUO shall maintain a stipend model that provides guidance to the Programs Finance Committee and the Senate in allocating funds for student leadership stipends for ASUO programs.
The ASUO Senate, each year, shall review the ASUO stipend model and make any revisions by no later than December 1. The Senate and Executive shall act in good faith to publish their respective recommendations for changes to the stipend model by November 1, and any changes must be approved by no later than December 1. If no changes are duly approved by December 1, then the most recently approved stipend model shall remain in effect. The EMU Board of Directors and the Programs Finance Committee shall use the most recently passed stipend model in their annual budgeting processes to allocate stipends for student leadership positions.
In allocating funds from surplus, the Senate may allocate funds for student leadership stipends according to the current stipend model, except that Senate may approve funding for additional positions if a student program demonstrates the need. The amount of the stipend for such positions shall be determined in accordance with the stipend model.
