The 6-foot-4, 184-pound prospect out of Basha High School in Chandler, Arizona was recruited by former Oregon offensive coordinator Scott Frost. He completed 228 of 361 passes for 2,606 yards and 20 touchdowns last season.
At the time of his committal in November, Kelley was the highest rated recruit in Oregon program history.
