A University graduate student was arrested Wednesday morning after Eugene police found child pornography on a laptop computer that he brought to a campus computer lab for repair.
James Adrian Raasch, 30, was charged with one count of Encouraging Child Sexual Abuse 2 for possessing a video file depicting a sexual act with a child who appeared to be 6 to 9 years old, police said. Raasch was lodged at the Lane County Jail, where he remained Friday afternoon on $40,000 bail.
A computer technician servicing Raasch’s laptop found the file and alerted police, EPD spokeswoman Kerry Delf said. An officer viewed the file and decided to get a search warrant.
Police arrested Raasch at his Hilyard Street apartment near campus on Wednesday.
Police confiscated the laptop, and computer crimes experts are examining it further, Delf said.
The file police viewed was titled “The Rape of 9-year-old Piggy.”
To commit the crime of encouraging child sexual abuse in the second degree, a Class C felony, a person must knowingly possess, control, buy or trade a visual depiction of “sexually explicit conduct involving a child for the purpose of arousing or satisfying the sexual desires of the person or another person,” according to Oregon law. A person must also consciously disregard “the fact that creation of the visual recording of sexually explicit conduct involved child abuse.”
Raasch received his Bachelor of Science from the University in spring 2004, according to the Office of the Registrar. He enrolled as a graduate student in summer 2004 and has taken classes through fall 2005. He had not enrolled in classes for winter term as of Friday afternoon, but was eligible to enroll.
